Just saw a Rover 75 with the same letters in the reg my numbers are 864 ond the other car was 973. What are the odd's of two cars having reg numbers close together?

Garages used to I expect they still do get blocks of available reg's that they have to use on new cars.
Therefore the chance of two or more similar cars with similar registrations is not out of the ordinary.

I used to have a Rover 25 many years ago with the reg W191 UEO somebody local had a 25 with W191 VEO, I even parked next to it a few times.

I have a 75 Manual Tourer which my wife won't drive because she doesn't like the clutch. Just out of interest, to see some prices, I searched Autotrader for a car with an identical description but Automatic transmission.

The first car on the list of results list was an identical auto tourer - PL04RRX - which is virtually the same number as mine (just the last digit is different by a couple of letters !)
