Am I correct to assume that the indicators and hazards use the same flasher unit?

Thus no flashers, no hazards, both stopped at same time. All bulbs are fine as they all flash when car is locked. Is the flasher unit / inficator relay the problem do you think?

dont know about the 25 but i can only see one on my 220 diesel its the square box in the fusebox under the dash

 

this one in the top left corner it clicks when either the hazards or normal turn signal is on
