Rover 45 2005 Tailgate sitting too high.

After replacing a broken hinge and got the fore and aft alignment right it still sits too high at the front. Removing the shim under the hinge is not enough. Has anyone else had this issue. Could it be that the whole roof panel is raised up at the back lifting the tailgate?
