Hi,
As I entered a speed restriction zone the other day I glanced down to check my speed to realise I was in fact doing 0 MPH. the rev counter, temp gauge and fuel guage all seem to be working correctly but the speedo and mileometer are not. Any Ideas what this could be?

sounds like the speedo cable has broke/disconnected. i am not sure how easy to diy fix it will be but shouldnt be difficult, just fiddly.

No cable on the MK3's it is done by a speedo sensor or as Rover like to call it a 'Transducer'. Check the connections on it 1st and see if it has corrosion on it. If not you will probably need a new one. I had 3 gone in 2 years on mine.

Most likely the sensor is Kaput. Happened on mine. If there is voltage to it and there is no break between the speedo and the sensor then the sensor is at fault. A new one is £65, one off Ebay about £15

Just check to make sure the female plug side of the sensor (on the gearbox) is not full of water.

It happens on my 400 occasionally.
