Help-Valve not stopping/draining battery

Hi, Hope someone can help me. Has this ZT 1.8 for 2 weeks everything was okay but now the battery is draining. When I opened bonnet I could hear a high pitched whisltly sound and traced it to what appears to be a valve.
It is on top of the engine, R/H side as you look at engine, just below plastic cover with "Injection" on it. The valve is held in place by 4 star headed screws, electric plug on one end and rubber hose on other. If I unplug electric plug to it the high pitch sound stops, re-connect and it`s back again.
Can anyone tell me what this is, and how can i resolve it. I`m going away with car in 2 days so need it sorted if possible.

Where is the plenum bulkhead for ECU.??
Rear RH side of the engine bay (looking from the front) have a look at post No.6 here http://forums.mg-rover.org/showthread.php?t=416529&highlight=plenum+drain+cleaning

It's basically a box under the windscreen where MGR in their wisdom decided to site the ECU. Unfortunately the drain at the bottom can get blocked by leaves and debris so the box starts to accumulate rainwater, if left long enough this can flood the ECU and that is an expensive fix!
