quick question folks, I know the ecu does a lot for the fuel mixture and the whole running of the engine, but can it prevent the engine from starting?

Abdolutely. Mine was drowned, see various threads about this problem, and turned over but would not start. If that is your problem you may be able to dry it out, use NO heat or make sure no higher than 65 degrees. Sometimes this is successful.

Silica Gel is quite useful for that last little bit of moisture...
