Bizzare Silver 400 driver A624/Hayfield

Coming down Chunal today I caught up with 400 that seemed to be driving normally until it got to the bottom of the hill when it started braking on off, one brake light out. Then got down to about 15mph and put the hazards on. Once on level it started speeding back up a bit but never more than 30mph but not struggling with hills, more like struggling to keep on the right side of the road, braking pretty much every time a car came the other way, pretty annoying. Going back down hill though it was the same braking on off then hazards, I wonder if it had brake problems?

Anyone on here that had problems?

Thats a standard West Sussex feature for any driver.
