I first heard of these when a friend had them fitted at the local garage for only about 30 quid each.
As far as I can make out they are made in Italy but used a lot in Spain - "torneo" seems to mean "tournament" in Spanish, perhaps in Italian too. They seem to be imported through a company in Merseyside.
However, that's all I can easily find. In fact one quote returned by a search for this name says
"el campeonato mundial de quidditch"
which, I am sure, means "the Quidditch World Championships" for which one should not require tyres as it is played on broomsticks! perhaps there is a tournament in there and the reporter has taken a shine to Hermione...i.e. "Stunner"...
