Hello. im looking at air filters and kits for my rover 400.

just wondering what it the best one.
and what are the differences between them :

Short Ram Intakes

Induction Kits

Cold Air Intakes

or just simply adding on the air filter replacing the air box but keeping the old pipes.

A CAI (Cold Air Induction) kit will have a filter of some sort and a piece of tubing that gets routed thru to the front of the car so it will suck in cold (ambient) temp air from outside.

Cool air is denser so should help your car make a bit more power - the air path should also be not so restrictive as with the standard setup.

If you just stick a cone filter on the end of your throttle body under the bonnet, it will suck in hot air from the engine bay. This is not a good thing - even if you can hear it sucking air from inside the car, so it "sounds faster" because you can hear the induction.
