Check the reluctor rings on the CV joint.
I had a similar problem particularly when braking at slow speeds.
Both rings had cracked so ABS sensor measures the wheels as spinning at different rates and cuts in.

 

Reluctor ring gets my vote.

 

yep i have rover 45 and i have that problem and i have a tooth missin on one reluctor ring which i have since purchased off ebay for £10 quid just need to get it fitted now lol

I found the worst part was cleaning up the CV joint and then fitting the new ring. I did mine with it still on the car though.

With mine it just ticked once per revolution of the wheel, and I heard it from about 5 mph up to 25 mph then it stopped.
I did hear it when not braking.
If you have more than one ring split or otherwise damaged, (ie tooth missing) then it would not surprise me if the sound is different.
However, 'runfatboyrun', if you have not found a split/damaged ring then the cause of the ABS pump running could be something else and needs investigating.

 

I suppose the sensing gizmos are still sensing in the ABS even when you are not braking so that would cause the noise....thanks Aries.
